PROBLEM TO BE SOLVED: To endure a high temperature of welding by providing a black oxide film on the surface obtained by performing hot rolling on a chrome steel material containing chrome of a prescribed rate. SOLUTION: Steel is manufactured by a converter, and the smelting is formed into a plate shape by continuous casting by adjusting oxygen by removing excessive oxygen by vacuum refining. This plate-like material is molded in a thin plate shape by performing hot rolling, and is wound in a coil shape to obtain a desired building material. Or this building material may be annealed. The building material manufactured in this way contains chrome of about 10 to 15%, so that a black oxide film is formed on the surface. Thus, corrosion resistance is improved by a stable passive state film formed of the contained chrome, excellent durability possessed by a conventional 13 chrome stainless steel material is almost possessed as it is, heat conductivity can be reduced more than an ordinary steel material, a cooling countermeasure can be reduced, and heat resistance can also be improved.
