PROBLEM TO BE SOLVED: To provide a mechanism tensing various sheets drawn out from a rotary winding shaft in a driving device for taking in and out the sheets and a shutter with the driving device. SOLUTION: In the shutter, in which a sheet is wound up and opened onto a rotary winding shaft while the sheet is drawn out from the rotary winding shaft and which is closed by an electric motor 1 with a speed reducer, a transmission revolution body 36 (a movable wheel 38 and an output chain wheel 13) and a compression coil spring 37 (a revolving-torque storage body) are installed between the output shaft 8 of the electric motor 1 and the rotary winding shaft. Fluctuating revolving torque generated between the output shaft 8 and the rotary winding shaft can be stored in the compression coil spring 37 with the fluctuation difference of revolving torque generated between the output shaft 8 and the rotary winding shaft. Accordingly, fluctuated load (such as the weight of the sheet under a tensed state between a normal opening state and a normal closing state) generated in the rotary winding shaft is absorbed and stored in the compression coil spring 37 with the fluctuation of the load, and the revolution of the output shaft 8 is transmitted to the rotary winding shaft while dynamically balancing a section between the output shaft 8 and the rotary winding shaft.
