PROBLEM TO BE SOLVED: To make the pressure sensitive adhesive of a splice tape for coupling photographic films hardly adhere to the side surface of the edge of a cutter by performing surface treating for lowering stickiness to the pressure sensitive adhesive layer of the splice tape on the side surface. SOLUTION: The linear cutter 110 is equipped with an upper edge 112 rockably around the axial center X so as to cross a negative film carrying line and a lower edge 114 fixed on a film carrying path. By lowering the upper edge 112 to the lower edge 114 based on rocking, the splice tape 2A coupling the negative films 2 is cut in parallel with a film crossing direction. At such a time, the side surface 112a of the upper edge 112 comes in contact with the cross section of the splice tape 2A just after cutting. Then, coating of polytetrafluoroethylene film is performed to the side surface 112a of the upper edge 112 as the surface treating for lowering the stickiness to the pressure sensitive adhesive layer of the splice tape so that the pressure sensitive adhesive may not adhere.
