PROBLEM TO BE SOLVED: To easily and inexpensively conduct calibration without opening a tank at the time of calibration, in this detecting device comprising a conductor impressed with high voltage and the tank for storing insulation gas. SOLUTION: A discharge generating means 23 comprising an intermediate electrode 21 facing a prescribed space and an earth side electrode 22 is insulatedly supported to be movable inside a tank 14 to generate very small discharge, electromagnetic wave measurement is carried out by a partial discharge measuring antenna 17 at the time of generation of the discharge, calibration is carried out based on an electromagnetic wave-measured value therein and a charge amount found by voltage detection in the generated discharge, and the discharge generating means 23 is stored inside a branch pipe part 15 communicated with the inside of the tank 14 when the calibration is finished.
