PROBLEM TO BE SOLVED: To improve the dechlorinaton effect for waste plastic. SOLUTION: In a waste plastic disposal process, deposits on the waste plastic surface containing a chlorine polymer are separated, removed, reduced in volume and thermally decomposed in a volume reduction device or a continuous thermal decomposition treatment device. Or the deposits on the waste plastic surface containing a chlorine polymer can be reduced in volume and heat decomposed while being reduced continuously.
