PROBLEM TO BE SOLVED: To provide a method for continuously producing a grease like organopolysiloxane water based liquid having small emulsion particle diameter with hardly generating shear exothermic heat with improved productivity without pressurizing by the use of an organopolysiloxane which is liquid at the normal temp., an emulsifier and water as raw materials. SOLUTION: An organopolysiloxane liquid at the normal temp. by 100 pts.wt., an emulsifier by 0.1-100 pts.wt. and water by 0.5-20 pts.wt. are supplied from an upper part supply port of a continuous mixing device and the grease like organopolysiloxane water based liquid having >=100 Pa.s (25 deg.C) viscosity is taken out from a lower part discharge port of the continuous mixing device. The mixing device is constructed by providing a rotary disk 5 inside of a easing 1 provided with the supply port 2 of raw materials at the upper part and the discharge port 3 at the lower part, dividing the inside of the casing 1 into an upper mixing section 6 and a lower mixing section 10 with the rotary disk 5, arranging scrapers 7 and 9 respectively on the front surface and the back surface of the rotary disk, attaching a ring plate 11 on the inside wall of the lower mixing section, and inserting the inner peripheral end of the ring plate into a notch provided on the scraper 8 of the back surface side of the rotary disk in non-contact state to enable the scraper under the inserted state to be relatively movable to the ring plate.
