PROBLEM TO BE SOLVED: To make an illegal use by means of forgery or falsification difficult, by printing a management symbol for managing securities and the like and a confirmation symbol encrypted by calculating the management symbol by using an encrypting key. SOLUTION: A symbol generating unit has a management symbol generating means, encrypting keys, an arithmetic logic for encrypting, and a confirmation symbol generating means. The management symbol is a symbol corresponding to one securities by 1:1. Thus, the same symbol is not generated or the symbol is a specified intrinsic symbol. The confirmation symbol 16 is generated by conducting a predetermined encrypting process by the logic. The encrypted symbol 16 as a pair with the symbol 12 is printed on one securities and issued. Thus, the confirmation symbol for illegally collating the securities by the third party cannot be formed. |
