PROBLEM TO BE SOLVED: To miniaturize an apparatus, reduce costs and man-hours and improve a reliability by forming necessary parts such as photodetectors, resistors, transistor, etc., on the same semiconductor chip and constituting a circuit of one part. SOLUTION: An output signal output from a photodetector 1 which detects a light 10a from a light-emitting element 10 via a rotary code plate 11 is processed by a signal process part comprised of resistors 2, 3, a transistor 4 and a Schmitt trigger input inverter 5, whereby an encoder signal is output. The photodetector 1, each resistor 2, 3, the transistor 4 and the Schmitt trigger input inverter 5 are formed on the same semiconductor chip 20 through an IC formation process, and consequently constituted as one part of the semiconductor chip.
