PROBLEM TO BE SOLVED: To prevent the wasteful consumption of an electric power and prevent the exciting of a heater when a user is absent by a method wherein the heater is excited by the output of timers, which is outputted from the beginning of the counting of the timers, provided in corresponding to a plurality of pieces of setting buttons for setting different exciting times for the heater and counting different times. SOLUTION: A plurality of setting buttons 15, 16, arranged in the recessed places 13, 14 of a controller 7, are energized by springs 17, 18 so as to be projected toward outside while one switch 15, attached so as to be opposed to one of the setting buttons 15, sets the counting time of the timer to 3 hours while the other switch 16 sets the counting time of the timer to 5 hours. An integral circuit 23 accommodates two timers 34, 35, which are counting different times of 3 hours and 5 hours, and two sets of latch circuits 36, 37, which are inputting one shot signal outputted by one setting button operated selectively to input continuous outputs into the corresponding timers and continue the counting.
