PROBLEM TO BE SOLVED: To reinforce the adhesion of an interface between an anti-corrosive coating layer consisting of an organic resin coating for corrosion-protecting steel materials used for marine environment and river environment and the steel materials. SOLUTION: A hold-down material 4a is superposed on an anti-corrosive coating layer 3 consisting of an organic resin coating the surface of the steel material 1, lower holes 10, 30, 40 are bored to the steel material 1, the anti-corrosive coating layer 3 and the hold-down material 4a, and a tapping screw 5 is inserted into the lower holes 10, 30, 40 from the upper section of the hold- down material 4a and screwed while threading the lower hole 10 of at least the steel material 1. Accordingly, the steel material 1 and the anti-corrosive coating layer 3 are fast stuck.
