PROBLEM TO BE SOLVED: To perform such control that the edge of a cutting blade may be pointed to a given cutting direction by slight force. SOLUTION: A cutter shaft 42 is protruded downward from the lower end of a rotary support shaft 40, supported at a cutter holder rotatably around an axis, in a state to be deviated from the rotary central line 40a of rotary support shaft 40 by L1. A cutting blade 43 having an edge 43a on the central axis 42a of the cutter shaft 42 is formed at the lower end of the cutter shaft 42. Prior to a given cutting work, a cutter holder and a roll sheet 2 are relatively moved such that the cutting blade 43 is brought into contact with the side edge of the roll sheet 2 being a substance to be cut. Since the position of the edge 43a is easily situated in a position widely deviated from the rotary central line 40a of the large diameter rotary support shaft 40, the rotary support shaft 40 is lightly and rapidly rotated with a low rotation moment, and the direction of the cutting edge is very simply switched such that an edge 43b on the side near the rotary central line 40a is pointed to the side edge (an end face) of the roll sheet 2.
