PROBLEM TO BE SOLVED: To suppress the power consumption of a transmitter by making the transmission power of an insignificant part low, attaching the beginning of a word information which displays the existence of a significant part to just before the beginning of the significant part, attaching the end of a work information to just after the end of the significant part and judging the category of each information according to a header added to the information. SOLUTION: The transmission power of an insignificant part is made lower than the transmission power of a significant part in the case of transmitting a signal in which the significant part and the insignificant part are mixed from the viewpoint of a time base. The beginning of a word information that displays the existence of the significant part is attached just before the beginning of the significant part, the end of a word information is attached just after the end of the significant part and the category of each information is judged according to a header to which the information is attached. For instance, a transmitting part is provided with a sound detecting part 2, a header attaching part 7, a power controlling part 9, a transmission power setting part 10, etc. The part 10 sets the power of the significant part M higher than the power of the insignificant part X and suppresses useless transmission power consumption in the part X.
