PROBLEM TO BE SOLVED: To provide a shutter which enables stop of lowering of heavy slats by stoppers to save a person passing under them from death from pressure even when the slats lower and which does not impair shielding effects for preventing fire and smoke even in a closed state and, moreover, forms an opening for escape allowing the person to pass through by pushing the lower part of the shutter, in regard to a partition shutter for preventing fire and smoke. SOLUTION: In a state wherein a shutter is opened as shown in a section view, a passing plate 5 is suspended by a hinge 7 and others under a seat plate 4 provided on the same plane as the ceiling, so that it can be moved to open. In grooves 6 of guide rails 1 stoppers 3 made by cutting square steel in a length of H1 are fixed by welding at the height of the dimension H1 allowing a human body to pass through. When a fire takes place or a smoke detector operates falsely, a brake so far working is disengaged and the shutter lowers under the weight of slats 2. Since the stoppers 3 are provided in the grooves 6 of the guide rails 1, however, the lowermost end of the slats 2 is stopped by the stoppers 3 at a place raised from the floor by the dimension H1.
