A line managing part 4 manages the line number of the image data stored in the part 5. An image data managing part 2 inserts a fill bit into an image data outputted from the part 5, when the quantity of the image data stored in the part 5 falls below the fill insertion capacity threshold, and also the line number of the image data stored in the part 5 falls below the fill insertion line number threshold.
