PROBLEM TO BE SOLVED: To provide a method for forming a black matrix for a cathode ray tube of non-etching type having an excellent landing allowance and blackness. SOLUTION: This method comprises a step in which the inside surface of a panel is applied with a photo-resist forming composition including a compound represented by the formula (in the formula, X is a halogen element, and l:m:n=1.0-4.5:70.0-98.0:1.0-20.0), and it is dried to form a photo-resist layer, a step in which the photo-resist layer is exposed, a step in which a black matrix forming black pigment solution is applied on the photo-resist layer, and it is dried to form a black pigment layer, and a step developing the resultant material.
