PROBLEM TO BE SOLVED: To provide the manufacture of the freezing inhibiting body of a road surface, by which the peeling and falling of a freezing inhibiting block from the asphalt or concrete road surface are prevented effectively while a better freezing inhibiting effect can be attained by the uniform finishing at a low cost of the execution of works, and the execution method of the freezing inhibiting body. SOLUTION: Rubbery elastic bodies 3 for constituting a freezing inhibiting block are disposed into recessed sections 2 beforehand formed to the top force 1a and bottom force 1b of a press molding machine at regular intervals. Supporters 5 being formed in a meshy shape of a rod-shaped metallic material or resin material and having a specified size are arranged between the top force la and the bottom force 1b, and pressed by the top force 1a and the bottom force 1b while being heated by a heating means installed to the top force 1a and the bottom force 1b, the supporters 5 and the rubbery elastic bodies 3 are molded integrally, and the freezing inhibiting block having a specified shape is molded integrally.
