PROBLEM TO BE SOLVED: To provide a protective device for an earthquake-damping device, which prevents the infiltration of moisture to a viscous fluid in an outer vessel, the mixing of a fire-resistive covering material, and the falling of the fire- resistive covering material at the time of an earthquake. SOLUTION: The protective device has an outer vessel 12, which is fixed onto a structural member on a lower floor and opened upwards and into which a viscous fluid 15 is injected, and an inner plate 14 drooped from a structural member on an upper floor and placed in the outer vessel 12 at an interval, and a cover member 20 is fitted into the opening of the outer vessel 12 while the structural members, the outer vessel 12, the inner plate 14 and the cover member 20 are covered with a fire-resistive covering material 30.
