PROBLEM TO BE SOLVED: To reduce the heavy metal content of a raw material incineration ash itself by separating incineration ash in an exhaust gas within a specified temperature range, by directly introducing the exhaust gas to a high temperature range dust collector, and feeding and melting the incineration ash in a burner flame and then cooling the ash for producing spherical powdery slug. SOLUTION: An exhaust gas discharged from a sewage sludge fluidized bed incinerator T and containing, ash having a temperature of 700-800 deg.C is immediately introduced into a cyclone 22 and incineration ash collected by the cyclone is retained in an ash hopper 25. Then, the amount of the incineration ash retained in the hopper 25 reaches a specified level, an ON-OFF valve is opened so as to feed the ash to an incineration ash feed pipe of a burner 4 of a melting furnace 3 through an ash distributor 27 by a blower 26, and the ash is melted and then cooled to be changed into spherical powdery slug. Particles of the spherical powdery slug having larger diameters are allowed to fall onto a furnace bottom part and discharged to a spherical powdery slug hopper 28 by opening an ON-OFF valve.
