PROBLEM TO BE SOLVED: To enhance the concn. of a surfactant in a recovery soln. when the surfactant is separated from a treatment soln. to be recovered to easily reutilize or retreat the surfactant. SOLUTION: The treatment soln. stored in a foaming tank is bubbled to form froth on the surface of the treatment soln. This froth flows out of the froth discharge port 18 provided to the upper surface of the foaming tank 10. This froth is skimmed by a skimmer 3 to be gathered in a defoaming chamber 4 and heated by the heater 43 in the defoaming chamber 4 and a liquid component is evaporated in a froth state to defoam the treatment soln. By this constitution, a recovery soln. wherein a surfactant is conc. is obtained.
