PROBLEM TO BE SOLVED: To separately start a two stage shield machine eccentrically easily to a drum member by rocking and driving a cutter head body section through a plurality of crank mechanisms supporting the cutter head body section excepting split cutter heads eccentric to a cutter head to a main body frame. SOLUTION: A cutter head 2A is composed of a split cutter head 31 eccentric to a cutter head 2 and a cutter head body section 60A consisting of a crescent integral frame-shaped body surrounding the upper section of the split cutter head 31. A plurality of crank mechanisms 80 supporting the cutter head body section 60A to a main body frame 4 have crank members 81, in which one end sections are supported rotatably to the cutter head body section 60A and the other end section to the main body frame 4 respectively. The head body section drive mechanism 85 of a main body section drive mechanism 70A synchronously drives a plurality of hydraulic motors, and rocks and drives the cutter head body section 60A in the surface of the cutter head 2A through the crank mechanisms 80.
