PROBLEM TO BE SOLVED: To provide a valve timing adjusting device for an internal combustion engine so as to prevent generation of a tapping sound of a vane member and a housing member. SOLUTION: In a condition that no pressure oil is supplied to pressure oil chambers 23, 24 from a pump 46 at the time of starting an engine, tip 7c of a stopper piston 7 is fitted into a stopper hole 20, so as to lock a shoe housing 3 and a vane rotor 9 integrally rotated. Accordingly, even when positive/negative reverse torque is generated in a cam shaft 2, a tapping sound of the vane rotor 9 and the shoe housing 3 is prevented from being generated. When pressure oil is forcedly fed to the pressure oil chamber 23 or 24, the stopper piston 7 comes off from the stopper hole 20, and the vane rotor 9 is released in its connection to the shoe housing 3, resulting in that the relative turning of the vane rotor 9 relating to the shoe housing 3 can be controlled by a pressure of oil.
