PROBLEM TO BE SOLVED: To flexibly and efficiently control cell transfer quality required for various services. SOLUTION: Asynchronous transfer mode(ATM) communication equipment 10 is provided with an exchange part 11, an input control part 13, a storage part group 15 and an output control part 17. Based on azimuth information provided in an inputted cell, the exchange part 11 outputs this cell to any one output terminal. While being individually connected to the respective output terminals of the exchange part, the input control part 13 has plural output terminals. Based on quality class information provided in the inputted cell, this cell is distributed to any one storage part in the storage part group 15. The output control part 17 is connected to the respective storage parts in the storage part group. Then, cells stored in the respective storage parts are outputted and multiplexed on the condition of transfer order and transfer speed satisfying delay and loss characteristics requested for the cell in each storage part.
