PROBLEM TO BE SOLVED: To produce a developer comprising particles having a uniformly and spherically controlled shape and a nonporous uniform surface state excellent in smoothness. SOLUTION: The toner comprises nonmagnetic toner particles obtd. by fixing inorg. fine particles on the surfaces of nonmagnetic colored resin particles contg. at least a resin binder and a colorant. The toner particles have an average circularity of >=0.960 and a standard deviation of circularity of <=0.040. The carrier comprises carrier particles obtd. by fixing inorg. fine particles on the surfaces of resin particles contg. at least a resin binder and a magnetic powder. The carrier particles have an average circularity of >=0.940 and a standard deviation of circularity of <=0.055.
