PROBLEM TO BE SOLVED: To allow a message sender to send a message to an unspecified user meeting a condition of a space by having only to specify the condition of space without specifying a recipient of the message. SOLUTION: An information processing terminal 109 sends a message addressed to an area address (condition of space) that specifies an area of a radio wave arrival range of a radio base station 102, not a user address specifying the user. Then a server 108 converts the area address into a user address specifying a PHS (registered trademark) terminal 101 resident in an area denoted by the area address and sends the message after conversion to an exchange 103.
