PROBLEM TO BE SOLVED: To generate a connection relation which satisfies a restriction imposed upon a system of such as a topology of the connection relation or an operation timing. SOLUTION: A fault rate cost allocation means 81 allocates costs in accordance with its fault rate by the function in a set 1 of a function unit, a random cost allocation means 82 allocates random costs by the function, an overlap degree cost allocation means 83 allocates costs in accordance with the number using the function unit in a connection relation accumulated in a combination relationship storage device 5 respectively and their sum is stored in a cost storage part 92. A restriction storage part 93 stores in advance a restriction of the connection relation by the function. A connection relation generation means 84 interprets costs stored in the cost storage part 92 as costs of each function unit, generates the connection relation in which the sum of costs by the function used among the combination relationship of the function unit that satisfies the restriction stored in the restriction storage part 93 and a connection relation storage device 5 is made to store it.
