PROBLEM TO BE SOLVED: To provide a sampling device and a sampling method of mixed soil in an unsolidified state as sample soil for examining the effect of the stirring and mixing of grouting hardener with soil in soil improvement work. SOLUTION: The side wall of a longer hollow cylinder body 2 with rigidity is notched at an optional opening angle from the cross sectional center of the cylinder body to have an opening section 3 in a state to properly leave part of the side wall over the whole longitudinal body, at the same time, a sample soil sampling device 1 having a front end cutter 6 and a sample soil prevention claw 7 on the front end of the opening section, if necessary, the sample soil sampling device 1 is built in directly after hardener is mixed with the soil, and it is pulled out after the optional time to sample the mixed soil in an unsolidified state without being disturbed in the direction of the depth.
