PROBLEM TO BE SOLVED: To more effectively execute timing adjustment and to shorten the adjusting time by selecting a cell estimated to be the largest setup error occurrence cause, searching the cell which has similar function to that of the selected cell and whose driving ability is larger than that of the selected cell and substituting the searched cell for the selected cell. SOLUTION: The timing adjusting device 20 executes timing adjustment based on the contents of a timing error information file 21, a delay information file 22 and a logic information file 23, which are stored in a storage device, and an input value from the input device 24 of a keyboard and displays the result in a display device 25. An input signal dull value in a noticed setup error path is read from the delay information file 22 and a cell in a stage previous to the cell whose signal dull value is the largest in the path is selected. Then, a cell which belongs to the same family as the selected cell and whose driving ability is the nearest and largest in the logic information file 23 is searched, and the searched cell is substituted for the selected cell.
