PROBLEM TO BE SOLVED: To attain the easy switching between the data communication carried out with a basic radio station for a programmable controller and the voice communication carried out with another radio station by switching the state of a modem that is placed at a slave radio station to switch the connection to the circuit of the basic radio station or another radio station. SOLUTION: A basic radio station (PHS or portable telephone) 2 is connected to a host management terminal device 1, and a slave radio station (PHS or portable telephone) 4 is connected to each of plural programmable controllers 3. The data and voices are mutually converted into the communication waveforms via the modems built in the stations 2 and 4. Furthermore, the earphones/microphones 5 are connected to the station 2 and 4 respectively to perform the mutual calling in voices. In such a constitution, it is possible to perform both data communication with the device 1 and voice communication with the controllers 3 via the slave station 4 that is used in common for the data communication without using any calling means that is exclusive for voices.
