Capacitive sensor for determining flow characteristics of a multi-phase fluid in a pipe comprises excitation electrode (4) with a cutout containing measurement electrode (5) which is applied against the pipe. An Independent claim is also included for measurement of the dielectric constant of the fluid where an A.C. voltage is applied across two electrodes with fluid flowing between them. Measurement electrode and excitation electrode are maintained at the same potential and the current flowing between them is measured, allowing the dielectric constant to be deduced.
