PROBLEM TO BE SOLVED: To provide a configuration capable of stably operating various communication services by suppressing an 'out line fraction effect' even when a track in a system is fluctuated. SOLUTION: A statistic information storage part 14 calculates a call connection request rate per unit time by totalizing call connection request numbers for each service type and calculates a frequency use rate by acquiring the number of lines to be used for each service type. A reservation control part 15 holds a frequency use reference for each service type and when the report of connection failure related to any specified service type is received, the recent frequency use rate concerning that specified service type is acquired from the statistic information storage part. When prescribed conditions are satisfied, a prescribed frequency band is reserved so as to use it only for the specified service type, the call connection request rate is acquired from the statistic information storage part periodically concerning the reserved specified service type and when this acquired call connection request rate gets lower than a prescribed rate, the reserved prescribed frequency band is canceled. |
