PROBLEM TO BE SOLVED: To make it possible to diagnose the deterioration of a gate command light receiving part and a feedback signal light emitting part inside a gate amplifier, in a non-contact controlling device which can easily be touched from a place where it is easy to operate it without touching the gate amplifier mounted at the remotest position. SOLUTION: A non-contact controlling device 3 is separated from the gate amplifier 2 contained in a main circuit or an auxiliary circuit 1. It is arranged at a place where it is easy to operate it in an electric car, for instance, the side part of the car body or a place facing an inspection passage in the case of a two-storied car, and the box of the non-contact controlling device is opened to diagnose the deterioration of the gate amplifier 2. The deterioration of the gate amplifier is diagnosed by determining, whether or not a feedback signal of sufficient quantity of light is outputted even if the power supply voltage of a feedback signal transmitter 22 is decreased to a reference value, and whether or not a gate command receiver 21 receives an 'H' level signal even if the quantity of light of a gate command is increased to the reference value.
