PROBLEM TO BE SOLVED: To timewise and uniformly distribute the allocation request of a system resource transmitted on a control line by extracting a random value from a range which is previously set and waiting for the transmission of the request for the number of seconds when a system resource allocation request processor transmits a system resource use request or transmits a system resource open request. SOLUTION: When one of line use devices 31-3n executes communication by a satellite line with the other line use device, it gives a line allocation request to line allocation request processors 21-2n. The line allocation request processors 21-2n extract random values, set a timer and transmit the line allocation request on a control line 1 through satellite communication modem for control line 41-4n with the time-out of the timer as a trigger. The line allocation request processors 21-2n wait for a response from a satellite line allocation controller 11 and control the satellite communication modem for communication line 51-5n in accordance with the received response.
