PROBLEM TO BE SOLVED: To provide a slot allocation method in a frame and a base station which control an allocation slot in accordance with a line state and a congestion state of a subscriber, efficiently allocate a slot in an excellent state and can attain improvement of services. SOLUTION: A subscriber allocated to a slot by a switch control means 14 is reallocated to a specific line, and a slot structure is switched from a full rate to a half rate. Moreover, the devices are a slot allocation method and a base station which, when there is data communication, reallocate the subscriber's slot in a way in which it is collected to one line and allocate all the slots of the other line to the data communication.
