PROBLEM TO BE SOLVED: To surely detect the generation of voice by a speaker without time delay to a voice signal by delaying the voice signal only for time that corresponds to processing of a level detecting means which detects a mean level of the voice signal and outputting it. SOLUTION: A background noise detection circuit 35 detects and outputs a background noise level included in voice data DA by detecting bottom value from power of the data DA. A comparator circuit 49 compares the background noise level detected by the circuit 35 with means power of the data DA detected by a transmitting level detection circuit 36 and outputs an on-off control signal of a switch circuit 28 according to the comparison result. And, a delay circuit 37 delays the data DA for time that is needed to make power means value in the circuit 36 and outputs it. Thus, a voice signal is delayed only for time that corresponds to processing in the circuit 36 and is outputted. |
