<p>PROBLEM TO BE SOLVED: To discriminate flash video signals from scene change video signals and to detect them. SOLUTION: In a subtractor 12, video signals 100 are subtracted from video signals 102 delayed in a 1-field memory 10 and difference video signals 104 are generated. A positive component sum-up value 106 is generated by summing up the positive components of the difference video signals 104 for M pixels×N lines in a positive component sum-up device 14, and a negative component sum-up value 110 is generated by summing up negative components for M pixels $, N lines in a negative component sum-up device 16. The positive component sum-up value 106 is delayed in the 1-field memory 18 and inputted to the subtractor 20 as a delayed sum-up value 108. In the subtractor 20, a difference sum-up value 112 is generated by subtracting the negative component sum-up value 110 from the delayed sum-up value 108. In a comparator 22, comparison signals 114 are generated when the difference sum-up value 112 > a threshold valueαis established. In a sum-up device 24, a comparison signal sum-up value 116 is generated by summing up the comparison signals 114 for one screen.
