SOLUTION: This controller is provided with a vehicle load degree calculating means 2 for calculating the load degree acting on a traveling vehicle, a shifting constant setting means for dividing the vehicle load degree into a plurality of load areas and setting the shift control constant every load area, and a shifting control means 71 for performing a shift control.
