PROBLEM TO BE SOLVED: To enable stable operation even in the state of low carrier/noise ratio (C/N). SOLUTION: The C/N is improved in unlock state and when a bit error rate becomes 10<-2> , for example, a lock/unlock signal is transited from unlock to lock. Further, when the C/N is improved and the bit error rate becomes 10<-10> , for example, section data in a received signal are acquired. Then, tuning is performed while using these section data and video data and audio data are received.
