A transparent touch panel (8) comprises a pair of transparent, conductive substrates (3, 4) and a phase film (3). A transparent conductive film (6) is formed on at least one surface of the transparent, conductive substrates (3, 4) in such a manner that the transparent conductive substrates are opposed. When the upper transparent conductive substrate (3) is pressed, the two transparent, conductive substrates come in contact, and the position is detected. The phase film (3) consists of amorphous plastic, and nz>ny is satisfied, where d is thickness of the film, nx is the maximum refractive index in the phase film surface, ny is a refractive index in a direction perpendicular to nx, and nz is a refractive index in the direction of thickness of the phase film. The phase difference (R(0)) represented by (nx-ny)xd is in the range of 90-200 nm.
