A process for preparing a catalyst for liquid hydrocarbon fuels which can improve the combustion efficiency of fuels for internal combustion engines, can lower the content of incomplete combustion materials in an exhaust gas, and can improve the performance of internal combustion engines. The process comprises the step (a) of preparing a resin or rubber composition comprising (i) 100 parts by weight of a resin or rubber component, (ii) 15 to 60 parts by weight of a carbon source having a particle diameter of less than 0.5 mm and containing more than 62.5 % of anthracite, (iii) 35 to 85 parts by weight of a silicon dioxide source having a particle diameter of less than 0.5 mm and containing more than 80 % of quartz sand, and (iv) 5 to 15 parts by weight of glass fibers having an average fiber length of 6 to 12 mu m, the step (b) of press-molding the composition under heating, and the step (c) of aging the molding.
