PROBLEM TO BE SOLVED: To provide a compact apparatus forming sterilizing water efficiently. SOLUTION: An ozone generator 1 having an inner cylindrical body 5 on a high pressure side and the outer cylindrical body 6 loosely and externally fitted to the inner cylindrical body 5 and being a guide member becoming a low pressure side on its outer surface side and having a discharge space having an annular cross section forming ozone between the inner and outer cylindrical bodies 5 and 6, an air drying casing 67 supplying dehumidified air for forming ozone to the inner cylindrical body 5 of the ozone generator 1 and a mixer 2 forming ozone gas mixed water prepared by mixing and dissolving ozone formed by the ozone generator 1 and water are provided. As the mixer 2, an ejector 90 is used and ozone gas is forcibly supplied to the ejector 90 by an air pump 111.
