The control apparatus includes: a sensing unit (31) for detecting a supply rate of the earth and sand material being supplied by the earth and sand material delivery unit; a first setting unit (47) for optionally establishing a supply rate of the soil refining material to be supplied by the soil material delivery unit; and a control unit (43) responsive to both the rate established by the first setting unit and the rate detected by the sensing unit for controlling an actual supply rate of the soil refining material being supplied by the soil refining material delivery unit.
