PROBLEM TO BE SOLVED: To provide a suppressing agent capable of lowering the concentration of chlorinated material in flue gas generated by the incineration of waste in a municipal refuse incinerator, etc., and provide a waste treating process using the agent. SOLUTION: This agent for suppressing the generation of chlorinated material is composed mainly of an aged liquid of electroless nickel plating process containing phosphorous acids and/or hypophosphorous acids. The waste treating process comprises the incineration of waste in the presence of the suppressing agent composed mainly of an aged liquid of electroless nickel plating process containing phosphorous acids and/or hypophosphorous acids. The flue gas generated in the incineration of waste is brought into contact with the suppressing agent composed mainly of an aged liquid of electroless nickel plating process. As an alternative, the agent for suppressing the generation of chlorinated material and composed mainly of an aged liquid of electroless nickel plating process is added to a solid waste.
