The diameter of the water-permeable sheath is set to 5-100 mm, the density of the glass fiber bundle is set to 10-30%, and the glass fiber line diameter is set to 2-30μm. At the time of execution the water-passing conduit 4 is installed at the rise section of a waterproof layer 11 installed on a floor board 10 at the rise corner section of a ground cover section, the water-passing conduit 4 is opened to a drainage basin, and the water-passing conduit 4 is covered with pavement 12. The water infiltrating below the road pavement 12 can be discharged without being frozen in winter, and the cracking or peeling of the pavement 12 by freezing and the occurrence of holes can be prevented.
