Liquid or semi-solid formulation for topical use comprises active medicaments encapsulated in a liquid lipid phase. The active medicaments are present as liquid lipid nanoparticles in an oil-in-water emulsion, from which the active medicaments can pass into the skin, or through the skin in the systemic circulation of a human patient. An Independent claim is included for preparation of the composition.
