A control device for an internal combustion engine or an oil heater is provided with a mixing unit (6) where air and fuel can be mixed to form a fuel mixture, a fuel supply line (3) through which fuel can be introduced into the mixing unit (6), an air supply line enabling air to be introduced into the mixing unit (6) and a fuel mixture line (5) through which the fuel mixture from the mixing unit (6) can be introduced into the internal combustion engine or oil heater. The mixing unit (6) has a vacuum-controlled advancer (15) that protrudes into the cross section of the fuel flow in the region of the mixing unit (6), in addition to a flow slot with a modified cross section in the direction of the periphery thereof in order to obtain a better fuel-air mixture while at the same time keeping the bubbles that are formed as small as possible and guaranteeing homogeneous distribution of little bubbles formed in the flow of fuel. Said flow slot enables the vacuum created in the mixing unit (6) by rotating the vacuum-controlled advancer (15) to be adapted to the respective internal combustion engine or oil heater.
