The present decoder improves the picture quality of a down converted video signal when a standard definition (SD) class TV receiver receives a high definition (HD) class video signal. Generally, the decoder receives data in block units, converts a format of the data into a format for display by downsampling, memorizes 144 the data, processes 148 the memorized data, and displays the processed data in a format that includes more vertical color information than horizontal color information. |
