The invention relates to an imaging element or a photographic element comprising a base paper having a surface roughness of between 0.13 and 0.44 micrometers and biaxially oriented polyolefin sheets laminated to each surface of the said paper and a method of forming a paper base which method includes refining wood fibers at a predetermined net refining power and applying steam to the pre-formed paper prior to calendering.
