PROBLEM TO BE SOLVED: To synchronize a video image with audio data in the unit of frames or GOPs. SOLUTION: This multiplexer is provided with a video compression section 20 that adds a time code included in a video signal to video data to conduct video image compression, a selector 50 that selectively adds a time code included in the video signal to audio data or audio compression data at a position at which synchronization is taken to a frame of the video image or a GOP, and a multiplexer section 60 that multiplexes outputs from the selector 50 and the video compression section 20.
