PROBLEM TO BE SOLVED: To provide a variable length packet exchange and an exchange method by which the band control and transmission priority control of a packet flow are attained. SOLUTION: Each output interface of the packet exchange 1 is provided with a transmission priority control unit 5 that classifies a transmission packet received from a packet exchange unit 2 into plural queue groups by a prescribed algorithm and conducts queuing for the packets which are classified depending on transmission priority in each queue group and a packet read controller 81 that reads a transmission packet on the transmission priority while warranting a band assigned to each queue group.
