A motar layer 42 containing the seramics-carbon mixture is formed on the upper face of the layer 38 with a heat insulating moisture proof layer 40 composed of extruded foam styrene and a moisture proof film inserted between them. A hot water pipe 46 and an electric heater are buried in the mortar layer 42, and a finishing material 44 is spread on the surface of the mortar layer 42. An infrared radiation is radiated from the seramics-carbon mixture, and heating effect can be improved by reserved heat.
